Then there should be a step: 'Obtain Game Shark'. Then wouldn't there have to be a direct connection between the PC and the Game Cartridge to send Pok'e Mon to the game? I don't see that in the steps. But I really hope this helps other people, good luck gents and gals.
Then all I did was right click and select 'Run as Administrator' and BOOM IT WORKED. I made a folder named after the program itself just so I would know, and put it all in there. Put them wherever you want, it doesn't matter. Select all four files and 'Extract Them To The Specified Folder'. Unpack it with whatever program you use, Winarchiver or WinRAR or whatever, so that you see the program itself along with the COMDLG32.OCX, pkmakerssettings, and TABCT元2.OCX.
